[Liquidpoets] Liquid Poets By-Laws update

Hi everyone,

As part of general housekeeping, the board has updated the by-laws for the
Liquid Poets. This hadn't been done for a solid 10 years (at least
according to modification date), so it's been about time. Doug did a good
job of cleaning up and improving the text and the board has approved his
changes. I'm attaching the latest version for everyone to see.

Aside from a number of spelling corrections, the changes fall into a few
categories:

   - Expanding our craft to include mead, cider, wine, etc
   - Updating the membership dues
   - Clarifying the roles of the officers
   - More clearly identifying special roles, like webmaster and Poetry Slam
   Coordinator.
   - Adding a proposal section to formally ensure that all of us have some
   ability to directly influence club activities.


Please read the attached by-laws and let me and the board know if you have
any questions or concerns.
